Jon Levine, Co-Founder and President
Jon Levine is a Co-Founder and President of Sigal Consulting. Jon has advised medical cannabis dispensary projects throughout the country, with particular attention to the growing industry in the Northeast. A Massachusetts native, Jon has had a successful career in commercial real estate. He is a member of the executive management team of Equity Industrial Partners, a Boston-area commercial real estate development company that has managed and sold over 50 million square feet of space throughout the country. Jon has also worked in credit management and controller capacities at banking and manufacturing companies in Massachusetts.
Jon’s work in real estate acquisition, development, construction management and architectural and systems design, coupled with extensive experience in fiscal management, is of particular benefit to Sigal’s clients. He played an integral role in developing the Thomas C. Slater Compassion Center in Providence, RI, the largest state-licensed medical cannabis dispensary in New England.
Robert Fireman, Co-Founder and Principal
Robert Fireman is Co-Founder and Principal of Sigal Consulting. Bob is a Boston-area attorney, investor, specializing in the development of new businesses throughout the United States.
Seeing the need within city food deserts, Bob launched Sky Vegetables, an innovative approach to hunger by developing commercial hydroponic urban roof top farms. Recently, Sky Vegetables opened atop an eight-story affordable housing project in the South Bronx, New York, which will supply fresh, local, nutritious, pesticide free herbs, greens, and vegetables to this community all year long.
Bob’s legal acumen, entrepreneurial experience, and understanding of commercial agriculture are a tremendous asset to Sigal’s clients.
Gerald McGraw, Jr., Partner
Gerald McGraw, Jr. is a Partner at Sigal Consulting, providing clients with unmatched expertise in day-to-day medical cannabis dispensary operations. Gerry is the founder and CEO of the Thomas C. Slater Compassion Center in Providence, RI – the state’s first state-licensed dispensary. He is responsible for all aspects of operations at the Slater Center including regulatory compliance, employee training, information technology, cultivation, supply chain management, retail sales, and human resources. The Slater Center is recognized by regulators, elected officials, and patients for its operational excellence.
Gerry’s development of the Slater Center project began in 2009 with a vision for creating a model dispensary committed to safe patient access. Following a highly competitive and rigorous selection process, he was selected by a panel of state health professionals to open the facility. Once approved, Gerry oversaw the design, construction, and build-out of the dispensary and cultivation facilities at the Slater Center for Compassionate Care.
Prior to entering the medical cannabis dispensary industry, Gerry operated an electrical contracting company. This construction and design experience is particularly beneficial to Sigal clients.
Gerry is a founding board member of the National Cannabis Industry Association, the country’s leading industry-focused advocacy organization.
Raymond S. White, Director of Security
Raymond S. White, former Lt. Colonel of the Rhode Island State Police, provides Sigal Consulting with sound expertise in overseeing and building comprehensive strategies for securing dispensaries and cultivation facilities. Under Ray’s leadership, Sigal has established unmatched safety and security protocols specific to the medical cannabis industry.
Ray is the Chief Operating Officer at the Thomas C. Slater Compassion Center in Providence, RI – the state’s first and largest licensed medical cannabis dispensary. There Ray drafted and implemented comprehensive security protocols, procedures, and equipment to ensure the safety of patients, employees, and those around the facility.
His work is rooted in a philosophy of transparent communication and coordination with local, state, and federal law enforcement officials. Prior to working at the Slater Center for Compassionate Care, Ray was the Deputy Superintendent/Lt. Colonel of the Rhode Island State Police. In this role, he managed a multi-agency public safety department with over 300 employees. Ray maintains close relationships with law enforcement leaders throughout the country.
He is responsible for the implementation, oversight, and direction of all security programs at all projects of Sigal Consulting.
James E. Griffin, Operations Consultant
James Griffin is an Operations Consultant with Sigal Consulting. He currently serves as a key manager, board member, and financial backer of the Thomas C. Slater Compassion Center in Providence, RI. There Jim is responsible for management of the facility’s security personnel, cash management and employee relations.
Prior to his work at the Slater Center, Jim spent his career in law enforcement and private security. For over 17 years, he served with distinction as a member of the Rhode Island State Police. Retiring as a corporal, Jim embarked on a career in global private security, which included assignments in Iraq, Saudi Arabia, and New York City. He has provided security services to members of the Saudi Royal Family, former U.S. Ambassador Paul Bremmer and recently as the head of security for recording artist Jay-Z.
As a day-to-day dispensary manager with extensive experience in law enforcement and security, James’ expertise and guidance are highly valuable to Sigal clients.
Elizabeth Dost, R.N. Health Care Director
As a registered nurse for more than 30 years, with experience in both oncology and hospice care, Elizabeth Dost R.N. provides Sigal clients with expertise and deep understanding of health care issues.
Most recently, Beth served as Vice President & Executive Director of Guardian Hospice of MA, Inc.
Beth has over 15 years of senior management experience in health care settings, including creation of ground breaking home care program for medically complex adult and pediatric patients, unprecedented growth of a start-up hospice based on customer driven culture transformation, reorganization of a multi-site, non-profit hospice, serving as a public speaker and national educator on hospice, entrepreneurship, business building and advocacy.
She was a recipient of Ernst and Young, Merrill Lynch, and Inc. Magazine’s Entrepreneur of the Year Award in Healthcare, New England Region in 1990.
Alex Liebster, Cultivation Manager
Alex Liebster heads the team of cultivation experts at Sigal Consulting. Currently, he is the Director of Product Development and Research at the Thomas C. Slater Compassion Center in Providence, RI. He has implemented cultivation procedures and protocols at the dispensary, serving over 2,500 patients each month. At the Slater Center, Alex developed a line of infused products adhering to all food safety and state regulations. He has significant experience in organic cultivation techniques and facility design and is consulted regularly on cultivation facility design in Rhode Island, Maine, Colorado and California.
Alex was instrumental in developing inventory controls and “seed-to-sale” tracking mechanisms at the Slater Center. He is well-versed on issues relating to consistency of dose and creating a wide array of cannabis products for different ingestion methods. Along with his real-world management experience at Slater, Alex practices compassion for those who are faced with serious illnesses. He is a licensed caregiver in Rhode Island, providing medicine to patients suffering from HIV/AIDS, cancer, multiple sclerosis and spastic quadriplegia.
